Baroque Works was a legendary crime syndicate that had been operating from the shadows for years to sow discord in the kingdom of Alabasta. This was done to weaken the region by getting the rebels to engage in open war against the royal guards, destabilizing the rule of the island in doing so. Though this was the goal of the organization on the surface, there remained underlying plans that they looked to accomplish.

This was eventually revealed to be theacquisition of the ancient superweapon; Pluton. In their journey to achieve these goals, they undertook countless deceptive acts of espionage, murder, and sabotage, effectively plunging Alabasta into a Civil War so they could swoop in and take control of both the land and the weapon. The end goal of this organization was to initiate what they called ‘Operation Utopia’, which they almost succeeded with.

Although the organization was mostly made up of ordinary mercenaries, cutthroats, and bounty hunters, those in the higher tiers of Baroque Works were of significantly higher skill, consisting of various combatants and spies. These members often had the powers of Devil Fruits and served as the main enforcers of the will of Mr. 0, who turned out to be one ofthe Seven Warlords of the Sea.

Baroque Work’s Organization And Structure

Foolishness is a crime punishable by death.

At the very highest level of the organization, there is one character under the name of Mr. 0. However, it is revealed that Mr. 0 is only an alias forone of the Seven Warlords of the Sea; Sir Crocodile, a ruthless and intelligent pirate who planned every action of Baroque Works from the start. At the time of his introduction, he was playing a ruse for the people of Alabasta and the Marines as a hero who was saving the island from pirates.

However, this entire time, Crocodile had been running Baroque Works and was engineering events to overthrow the kingdom. He was conniving and intelligent, as he had been operating in silence for years. However, he also proved himself to be a very tough opponent to fight due to his consumption of the Suna Suna no Mi (Sand-Sand Fruit). This Devil Fruit gives Crocodile all the properties of sand, allowing him to transform into it and make weapons out of sand too. It also makes him impervious to many kinds of damage.

He ran Baroque Works with Miss All-Sunday,an alias for Nico Robin, a highly intelligent woman who had first been seen after the heroes' exit from Whiskey Peak, where her true motive and allegiance remained ambiguous. However, she finally proved herself to be on the good guys' side as she helped them in their time in Alabasta. After this arc, she would go on to join the Straw Hats.

The elite male members of Baroque Works were numbered from Mr. 1 to Mr. 12 and the lower the number, the higher they were in rank. Similarly, females were named based on holidays or weekdays, but unlike their male counterparts, their names had no indication of their rank within the organization. Teams were structured in pairs, with one male agent and one female agent assigned to work together in any given situation, with only a single exception to Mr. 2.
